Tharparkar Femine, A big question mark on the Nuclear Pakistan in Urdu

There are consistant reports in the media during the past few days about a famine like condition in Tharparkar, Sindh Pakistan and about a sharp increase in deaths, especially of children due to malnutrition or negligence, and about emergent and desperate outward migration of residents which has caused a widespread concern and questioned the responsibility of Government of Pakistan and especially Government of Sindh, where the PPP is the ruling party.

Negligence, corruption, apathy, avoidable shortages and poor governance are far bigger 'killers' than drought and famine. In cases where a large number of infants are dying because of shortage of food in the Mithi Civil Hospital, all or some of the above appear to be the main causes. Right diagnosis in the recurring pattern of morbidity such as of diarrhoea, malnutrition, mal-nourishment, pneumonia, etc; then quick referral to specialists, and continued treatment with both drug and non-drug therapies could quickly contain and reduce number of deaths.

Tharparkar plightHere are few facts about the region which may not cover the whole picture but can give an overview of the situation.

It is a sad fact that the dogs and horses of the ruling elite enjoy the plentiful, lavish and healthy meals but in the same country infants are dying because of shortage of food. How come they sleep with peace of mind? Its true that the entire region is not affected but why some areas have famine in a country which is known as an agricultural country. There are some facts which depict the good and bad picture:

Tharparkar is spread over 22,000 square kilometres with a population of about 1.5 million people residing in 2,300
villages and urban settlements. It is divided into six talukas — Mithi, Islamkot, Dihly, Chachro, Diplo and


Nagarparkar — the region often receives different levels of rainfall or none at all. Last year, the region comprising of Nagarparkar taluka received plentiful rain. Crops were cultivated in over 336,000 acres and are adequate for the survival of an average tehsil population of about 212,000. The problem is with the current year's ration of rainfall.

There was scattered, uneven rainfall in the other five talukas. Several tens of thousands are definitely affected by farming water scarcity. But this is a recurrent, periodic feature of life. People who reside in small villages in the rural "baraari" parts resort to seasonal outward migration to the barrage-irrigated parts of Sindh to serve as farm labour.


Apart from farming, livestock-related revenue is a major source of livelihood. There are about six million animals comprising cattle, sheep, camels, goats, about half a million sheep are estimated to be victims of sheep pox or other ailments.

Blanket vaccination of all cattle is the best protection against fatal epidemics. But the problem is that with only 11 veterinary doctors on duty out of a sanctioned number of only 17 posts and other scarcity of resources in the 135 vet units across a large region, comprehensive vaccination was not done in 2013, causing loss of some, but not the majority of the livestock population which continues to support the human population.


The livelihoods of a large number of residents is dependant on shop retailing, small- and medium-scale trading, construction, transport, several kinds of services, and employment in the government and non-governmental sectors.

Thus, all are not dependent entirely on rain-based crops or livestock-related incomes, though drought does impact in some ways on other spheres.

In the Nagarparkar taluka hospital, out of the 32 sanctioned posts for doctors, only four doctors are presently staffed. NGO's often strive within their resources to redress such gross imbalances.

Our so-called democratic governments (especially. PPP) often blame dictators for the plight of the country but its a bitter truth that during the regime of retired General Pervez Musharraf and former chief minister Arbab Ghulam Rahim, the physical infrastructure of Tharparkar reached an unprecedented level of progress.

There is a need for relief for large numbers in some parts on immediate basis. But the preference should be given to the efficiency, integrity and quality of relief delivery, rather than quantum alone.

Tharparkar cookingCorrupt maneuvering in relief delivery often provides more benefits to the few rather than help for the many. Several non-governmental organisations, with their limited budgets, contribute to the relief work.

Accountability of public office-holders and officials is the non-partisan accountability and improved governance then can only be achieved.

Self-criticism of Sindh's chief minister is a helpful step forward.
